The use of specific Hart Voting System features and functionality can vary widely among jurisdictions. For example, the ballot generation and Mobile Ballot Box (MBB) and audio card writing requirements of smaller counties can be low compared to those of larger counties with more registered voters and more entities/districts to support. These smaller counties' requirements may be met more efficiently by a central service bureau than by each small county working independently.

For these smaller jurisdictions using the Hart Voting System, Hart offers election programming through our Service Bureau. The Service Bureau works with each county to generate its ballot and provides the requisite MBBs and audio cards, as well as a CD containing the election BOSS database. The individual county then uses the cards in its Judge's Booth Controllers (JBCs) and Disabled Access Unit (DAU) equipped eSlates, generates a Tally database for the election using the BOSS database, tabulates election results, and produces reports. This approach eliminates the need for BOSS software and hardware in the supported counties, while reducing recurring costs for training and system maintenance.
